According to the inspector of the Gosadmtekhnadzor of the Moscow Region Sergey Kiryushin, site owners are required to monitor the grass at a distance of five meters around the perimeter of their allotment. The height of the vegetation cover cannot be more than 20 centimeters. In the event of a violation, inspectors can issue either a warning or a fine in the amount of two to three thousand rubles (Article 20.4. Administrative Code of the Russian Federation).
As far as the land plot itself is concerned, each owner is obliged to maintain it in proper condition. Since January 17, 2018, a new clause of requirements has been introduced into the rules of the fire regime in the Russian Federation, according to which fire officials can bring land owners to administrative responsibility for failing to take measures to mow grass. However, the height of the grass is not mentioned in the fire regulations. In clause 17.1. only it is said that the owners of land plots are obliged to carry out regular garbage collection and mowing of grass. Violation of this clause entails administrative responsibility in accordance with clause 20.4 of the Code of Administrative Offenses of the Russian Federation with a fine of two to three thousand rubles.
The requirement for timely mowing of grass on the site can also be spelled out in the decision of the general meeting of SNT. It may, in particular, contain an indication that if the owner of the plot does not mow the grass, the board will mow it, and the price of such a service is determined.
